Simple universal battery charger for Ni-CD and Ni-MH??

Hello,
I have found this charger circuit.

Can it be used for both ni-cd and ni-mh batteries? I thought ni-mh batteries require more complex chargers.
Also is the charging Voltage determined by the input voltage range?

Any thoughts for a better simple (discrete components) charger for ni-cd and ni-mh?

Could this circuit be good?

This is a good economical CC mode battery charger for Ni-mH or Ni-cd batteries.However , this suffers from a few disadvantages .
a)The AH of the battery is not accounted for .
b)The input is a DC battery source (ripple free) only .
c)The transistor ratings (Hfe ) and transconductance play an impt role .
d)Currents are solely determined by emitter resistance .
e)It shall behave much better if we use darlington pair device in the CC mode .
f)Feedback loop is needed for determination of stored charges in the battery .
