74hc125 prog xilinx

hi all
i made up parallel to JTAG cable which xilinx recommend to configure device as following

when i run JTAG Programmer in Xilinx Foundation 3.1 , the cable did not detect and connection did not established but when i run JTAG programmer in Xilinx ISE 5.1 everything was OK and i could program many devices.
would u plz. tell me what happened and why? and if is this OK with ISE 6.2

Hi. I made this schematic too, and works fine for me.
I was tesed with ver. 2.1, 3.1, 5.1 and 6.2 and works fine.
Look for wrong connection.

Hi. Look at note 2 on schematic too. and connect unuse parts of 74HC125 to gnd.

i made up again and when i am running iMPACT, my cable connection
is stablished but it detected many UNKNOWN FPGA about 9 or 12 FPGA's ?
BTW, i use 1n5819 instead of 1n5817 and use 2 cap. as power cap
