Can we use schmitt trigger inverter to control the pulse width?

You can configure a diode, capacitor and resistor to create a ramp effect which will either (a) extend a positive pulse by decaying gradually to zero, or (b) slow the upward transition of a pulse so as to cause a delayed high.

Then you can feed the ramp waveform to a schmitt trigger, and adjust the level so it triggers at the proper spot along the ramp which will yield the pulse length you want.
