How to use ref-packages lbr in Eagle Cad?

Hi,
There are some packages that I am able to find in ref-packages.lbr when I am in the board layout. When I try to look for the same package in the schematic layout I am unable to find the ref-packages.lbr.

How can I use the ref-packages.lbr?
 

Ref-packages.lbr contains PCB footprints only. So, if you create a schematic symbol in a library for a new part you can copy the footprint from ref-packages.lbr.
