Clap swiitch problem cd4017

Hai experts
i made clap switch circuit
using 55 and cd4017
But i haven't get output that is the CD 4017 not works correct .the input at the CD4017 pin (14) is OK
but not get next lease give your valuable suggestion

this circuit is tested by efy experts the circuit has no problem pls check connections and if the connections are ok then try replacing the chips
 
what is the maximum clk pulse voltage at pin of 4017
i tested the output of the second 555 ic's veryfied there is no problem
when i clap the second used 555 's output will come to high about 7 volt
please help
 

When you get 7 volts at the 2nd 555 output, the 4017 should be triggered and Pin 2 should go high. Another momentary "HI" at pin 14 of 4017 should make pin 2 "low" and Pin 3 high. and thus Flipflop. You can manually check by disconnecting the pin 14 of the Cd4017 from 555 output and touching the pin 14 momentary with 100E resistor connected to +vcc, which should switch on and off the relay.
