ADS Momentum Layer or Substrate file generation?

Hi -

I want to model an inductor in a standard CMOS technology. Attached the cross-section of the technology for the metal layering.

Ho do I set up a layout layer in ADS which includes the overall oxid which surrounds the metal layers?

And - to perform an momentum simulation: do I have to set up a substrate or layout layer cross section?
