But as the bridge is suppplied with 24 volts, the output will be 24 volts too and not 12 as mentioned. To get the "0" volt in the output, the transformor needs to be a cenre tapped (24-0-24) where the centre tap will serve as the Common for the + and the - voltages. A basic dual supply is shown here.

No. This is fine. The 24VAC is rectified to around 34V. The capacitors divide the voltage. So, the output would be +17V and -17V.

You might consider adding 10k resistors across the capacitors. This would make it more stable and help discharge the capacitors.

The capacitors do not divide the voltage. If you apply a load from +12V to 0V then the output voltage will be zero. It is a useless circuit.

It is a useless circuit.
Almost. In special cases, the load may be self-balancing. Or you can add an active balancer.

Isn't this configuration used in half-bridge converters? Maybe that falls under the special case?

Yes, it works the current into the "0" terminal is pure AC, or in other words, exactly balanced.
