Design LIMITER for Envelope Elimination and Restoration (EER)

Hello,
I have to design a LIMITER for a design of Envelope Elimination Restoration.
In a first moment, I seached to use the PIN diodes but I belive that they aren't suitable. I must make a limiter that has 28 dBm of output power on
R(load)=50 Ohm. I read several papers about EER but nobody say how to make this limiter. My frequency is 2.14 GHz and I use ADS.
I found only this article about the LIMITER:

I hope that someone can help me to project this limiter. I have little time, this is a part of my thesis for 3° year.
 

You will need a shottky diode to detect the envelope, and drive that current into a PIN attenuator.

You can select some microwave amplifier saturated properties to limit the output power. You can cascad several amplifers. The amplifiers can be designed only have 3dB gain, and you can insertion attenuator at the output.
 

There is a pretty good paper by Ruthroff out there that explains why you want to actively drive the pin diodes. Without active drive, you really only get a few dB of AM suppression, while with active drive you can get 22 db of supression. Unfortunately, can not find the paper anywhere online (old Bell labs paper, I guess alcatel can not be bothered to keep the bell labs papers online anymore).
