video and image processing on altera FPGA

i have the altera video input daughtercard and cyclone II (EP2C70) FPGA.
the daughter-card has two video input channels that take video into PAL/NTSC formate.
cyclone II board has the VGA port.
i want to input video in NTSC formate from the video input daughter-card and display at the VGA port in real time.

Is it possible to implement this without using the Processor (Nios II) in real time?
if it is possible, please help me, how i can implement this?
