Google it and look for 74xx47, 74xx90, 555 for 7-segment drive. I'll try to post a circuit here.
xx can be LS, HC, nothing, depending on which variant being used.

Hi,
I only have schematic for 7-segment not LED. It will take time for me to develop one with LED, and I don't have that time right now. If you use microcontroller, thing get much easier provided you know how to use microcontrollers.
This link shows how to make a 0-99 counter with a 4510 IC, and even references the 4511 BCD to 7-Segment decoder mentioned by Tahmid. Click here and read down to section 6: **broken link removed**
If you don't mind doing it yourself, you can use 7 flipflops -- as shown at **broken link removed** or [4-bit] Four-Bit Modulo-16 JK Binary Counter. You can actually simulate it online before you start actually physically building it. The links above have an easy to use simulator.
