microcontroller that communicates via rs232 without computer?

i'm new to microcontrollers, so i'm wondering if there is a controller that is maybe wifi or ethernet enabled to communicate via rs232 to a device? say for example i want to send a message to a device via rs232, but i don't want a computer to send the message. i just want the microcontroller to accept the message (as ascii characters), and write, or receive it via the rs232 port and send it back to the device that sent the message, maybe a mobile phone or remote computer. is there such a device?
 

I am not able understand what you want to doand what you looking for. You want to send a message to a microcontroller using a portable device. You want to send this message by RS-232. And you want that the portable device have a ethernet or wifi communication port. Is that correct? But what you looking for? The portable device or the microcontroller? And what characteristics this portable device must have? Can you explain better your project and more specificaly your problem?
 

The pic doesn't communicate with the device, such us a cell phone. The pic communicates with a module and the module with the device. Search the internet for wifi modules or zigbee modules there are plenty of examples out there. The protocol that you want to use must be included on the specs of the pic.
