Negative rail discrete voltage regulator

Hi, I need to build a discrete voltage regulator to retrofit on old ham power supply that uses four 2N3055 BJT in the power stage with their collectors connected to the heatsink so negative rail output configuration. I was thinking to use a driver and a voltage reference with error correction. The total output current must be around 13,8V x 20A with 5% tolerance according to most HF radios manuals.
