The location of fractional spur is Fref*Nfrac?

In ananlog Fractional-N Synthesizer,

For Nfrac=1/8 , Nfrac=3/8,

the location of fractional Spur is the same?
 

The location of fractional spurs be similar, but their levels vary. Numerator of 1 and 3 (for den='8') gives worst case spurs, but 3 is atleast 6 dB better than 1.
