Why is OFDMA still used despite SC-FDMA better performance?

OFDMA VS SC-FDMA

I know there are so much debates on these two techniques. I am just curious why they are still using OFDMA despite the fact that SC-FDMA has a better PAPR performance. Any supporting papers or documents?

For OFDM possible channel-adaptive subcarrier bit
and power loading.

And I think OFDM is better for the channels with spectral zeros.

I have seen some papers in which they compared error performances of OFDMA and SC-FDMA. In QPSK modulation, SC-FDMA performs beter; whereas, in 16-QAM modulation, OFDMA performs better. Anyone can give an unbiased comments here?
