Latch output and led and resistor?

Latch output and led

May i connect latch output directly to led and resistor.
Or NPN darlington array have to be used.

Every logic family is characterized by different output drive current ..
For example, 74ACT logic family can drive +/- 24mA of IOH and IOL ..
Any output current above ≈5mA can directly drive an LED (via a resistor) ..

You have to google for I[OH] of your latch ..

I oh, ol, is ± 50mA, so that should do it.
Vcc = 5V Voh = 5V and resistor 1kΩ.
