water level motor controling...

i want 2 make a circuit using 2-4 decoder in which as 00 n 11 o/p motor starts and stops...
for that i thought of an idea
using load relay circuit in which i have 2 make 00 as 5v and 11 as 0v....
but i could not make it work properly...
so if u please help me with this...
 

What should or will happen at the rest two conditions, ie 0 1 and 1 0 ?

if that does'nt matter,

have you heard of NAND Gates ?

0 0 1
1 1 0

or will have to think for a different logic.
 

here 01 state will never come

& at 10 state i want o/p follows the previous condition
i.e. after 00 when 10 comes i want 5v o/p
n after 11 when 10 comes i want 0v o/p

4 this i thought about rs flop but it is not upto the mark...
