MPEG Decoder

Hi guys,

I want to implement a MPEG decoder in a such a way that it can decode MPEG-1,MPEG-2 or MPEG-3 file.So is it possible?
And if it is possible then how can I identify that receiving data is in MPEG-1,MPEG-2 or MPEG-3 format
