CD4017 counter problem - help needed

CD4017 counter problem

I can't get a CD4017 to count properly. I made a bouncless switch out of a couple of inverters for a clock. There is a 5 sec pulse for reset on pin 15 and pin 13 is ground. It resets to high on the 0 output but after that everything is random including the carry output. It clocks on both the rising and falling edge of the clock. I handle the chips wearing a grounded wrist strap but after trying 6 chips nothing works. Any ideas?

Make sure that enable and reset pins are tied to Vss ..
Take a look at this site and re-confirm your connections ..
