half height waveguide - what's it's purpose?

half height waveguide

I am trying to understand the purpose of half height waveguide. If the impedance and cutoff of a guide is based on the width and not the height, what is it used for? I have noticed that certain feeds, cutler, for one use this. I am thinking it is for illumination of a splash plate. Is this correct?
