7017CPL thermometer - problem- nothing on display

7017CPL thermometer

hello all,
I am making a digital thermometer using WS7107CPL(same as ICL7107CPL) but the problem is that it is not givin anything on the display. I have replaced the IC and re built the entire circuit. but was unable to find the problem. can anyone help? The circuit I have built is the one given in datasheet in "TYPICAL APPLICATIONS" section, under "reccomended components for 2V full scale" - figure 15 on page 13.. I have selected 2V full scale as I am using LM35 as temperature sensor. and its output is 10mV/degree C. can anyone tell what i may be missing or what might be causing the problem? ONE MORE THING. I have also tried to simulate the circuit on PROTEUS 7.1. it also gives nothing on the display.

Added after 6 minutes:

in on the other side of IC are
pin 1= V+
pin 20=GND
rest go to 7 segment displays
 

please check the part they have two versions ICL7107 and ICL7107R in one type pin no 1 is V+ and the other Pin no 1 is OSC1
 
thanx. but the IC is right one.
the problem is solved. the 2 ics i tried were damaged. i got another ic and it worked fine. thanks for help. :)
