short in voltage and ground in electro-devices?

I hv a rotary encoder which cost 500 bucks. After doin some test, just realize the voltage and ground is shorted. What can i do ...
 

Hallo,
Did have you right polarized supply, can you open it?
May be it has a "antipolaryzing protection(parallel) diode" and it would be short_ or some electrolythic...
What about the cabling/wiring from that?
Is it absolute zero ohm?
