USB and Transceiver

hi,
iam designing a USB device core on FPGA ................. the reference describes the use of a Transceiver IC to interface the USB lines with FPGA ........... i would like to know whether it is compulsory to use a Transceiver IC ...................... can it be implemented without using it............

please give a reply...............
