Hi All,
Is it possible to design the circuit with given transfer function with all coefficients and mag and phase plots? Thanks in advance.

Yes, of course - but realize that in principle, you have to select one design out of an infinite number of alternatives (different circuits with different impedance levels).
But that is quite normal: Distinction between circuit synthesis and circuit analysis, which only has one single solution.

if for example the given transfer function is a/(s+a) for first order low pass filter, how to design the circuit elements and have arranged them to work as required.

It is rather simple:
a/(a+s)=1/(1+s/a) >> a is identical to wG=2*Pi*fG (fG=3 dB-corner frequency)

For a simple RC circuit the corner frequency is wG=1/RC.
