8-bit data to 4-bit encoder (Verilog HDL)

8 bit encoder

The data that is to sent out from the FPGA is in 8-bit form.
Whereas the encoder on the transmitter circuitry can only receive 4 bits.
Different coding have been tried but it just does not seem to work.
Anyone has done something similar before? Or is there any sample codings for this? Thanks! :D
 

4 bit encoder

Can you send out a 8 bit data in two package.
That is: first send out bit[7:4], then send out bit[3:0].
 

encoder verilog

what about receiving part?

The DE1 board can receive quite well.
But it is display wrongly.
Suppose it should display all the 8-bit in the LEDs
but only 4 is light up and it keep changing from MSB to LSB and vice versa.
it doesn't seem to add up the two 4-bit data into 1 single 8-bit.
