Hi,

you may use the network of another GSM provider without having your own, for this you need MVNO license. read this for more.

Cheap hardware??? I don't think there is cheap hardware...to build a GSM network, even the scale is small, you still need HLR, AUC, VLR, MSC, BSC, and BTS.

Unless you can write all the software by yourself, then you might put all to a single server. This is almost impossible, as you need to do work which is done by whole Ericsson's or Siemen's R&D team. However, some of the interface is not widely available in the market, like E1 and STM1.

Cheap to me, may be expensive to you! There are some comapnies that produce 'small' GSM network products. Take a look at these:

Hi boss,

i came across some equipment lying somewhere to enable u undertake your project.
They initially belonged to a GSM company that was operational but failed to meet its financial obligations hence all equipment taken to an auction yard.
Equipment is as good as new.
