how smps works

Hi All,

how this feedback circuit to compare both +/-30V and finally send to photocouple?
Can anyone briefly explain me what the resistor, capacitor and transistor function that using in this circuit?
Please help me, your explanation will kindly help my understanding..

Looks suspiciously like temperature compensation
