how to make a joypad

Hello,
We Need To Create This Simple 7 Button Joy-Pad, using any interface possible.
Since I am a total noob in this stuff, can anyone help me with this ?
I have heard ( maybe it's wrong ) that PS/2 interface would be the simplest.
The JoyPad must contain these 7 keyboard keys : Up, Down, Left, Right, Enter, SpaceBar, Shift ( Right Shift ).

Maybe 74c922 encoder would help ? Please any help would be greatly appreciated.

Is there any software which could simulate all this ?

after the keys how the system will know which key is pressed

So if you are using PS2 then the best way is to use keyboard encoders so you can directly use your JoyPad using the keyboard interface

the encoder is been used in between the joypad and the PS2 connector
