Q14. How do I program these RF Microcontrollers like PICrf12F675?
The RF Microcontroller can be programmed using any of the Microchip Programmers like PICKIT2 / MPLAB ICD2 / MPLAB PM3 through Microchip MPLAB IDE.

Also - plenty of circuits out there for the Pickit2 or its clones - also the Pickit1Starter Kit guide has full circuit diagrams, but might be cheaper just to buy the right tool.
