Problem with Potyo PIC programmer

potyo pic

Hi,
I have build Potyo 2 pic programmer but it can't program the dsPic target.I connect programmer to USB, it is detected as a new device, I install drivers from MPLAB, download OS,connect to device and error "Can't detect device" comes.In settings i see:

Target Vdd:pASS
Module Vpp:Low
MCLR Gnd:pass
MCLR Vdd:Low
MCLR: Low

In Power setting i see:
Target Vdd:2.62
Target Vpp:2.80
MPLAB ICD 2 Vpp:3.12

I can't understand why Vpp levels are low if Vpp is 2.80.MPLAB is 8.10;
