Implementing MPEG2 Coder/Decoder

Dear friends

I need to implement an MPEG2 Coder/Decoder in order to extract the detail data of MPEG videos like DCT coefficient, motion vectors, motion residuals and etc. I want to know is there any good document,open source project that help me doing that? Is it possible to implement it lonely?
I have visited library like libmpeg2, but as I am working with Windows I could not manipulate or even compile that, is there any solution to use libmpeg2 under win?
