PLL Problem {help me}

hello
I have designed a discrete PLL; but it doesn't work properly. Its charge pump output has only a DC level equal to the charge pump power supply. what's the problem? how i can solve it?
 

There may be many reasons of this problem.If you supply reference signal and oscillator signal properly, check the programmation and PLL lock filter.
Feedback may be not properly provided by oscillator or programmation can be wrong..etc.
If chrage pump is closed to Vdd, input frequency may be very low than expected or programmation is not loaded into the PLL IC..
