Using estimation method to reduce sampling rate and increase precision

Dear all,
I have 12 bit fast ADC. my sampling rate is about 10 kHz. But i only need about 1 kHz sampling rate. Is it possible to use an estimation method to reduce sampling rate and increase precision (e.g 1kHz, 16 bit)?

Use lowpass filtering.
But You could win only 1.5-2 bit, not 4
