How to generate a delay using a 'void my_delay()' function?

i have to generate a delay using a function void my_delay( int number, char us_ms_sec_min)


these are the arguments passed.....
us = microsec, ms = millisec, sec and min,.......
kindly give me an idea....
programming using keil 'C'

also i want to implement a program for frequency generation using a lookup table...
kindly give me an idea

Use 3 procedure who program a timer for microsec couting the first will count microsec the 2nd will count Msec the 3rd will count sec and min

the resolution is to big for small micro to handle it properly
