tranformer less power

HI ALL

im try to make a lowest cost power suply
for a smal cosumer aplication :smile:

im need about 500mw (5volt 100ma) but a lowest posible cost he he (input 220vac)

some one have desing rule for capacitive coupled power suply or zener or ather desing
dut it must be a bit safe to use because cosumer product "UL aprovable"
