Which circuit can work as this block, thank for ur knowledge

Hello,
Please see the attached file and suggest me a solution.
I need a circuit that functions as follows:
Whenever having signal at input => the output at high state (VDD)
And vice-versa, when having no signal at input => output goes to low state (0).
Input signal swing (VDD/2 - dV, VDD/2 + dV).

I see a problem: As the duration of your "on"-periods (with several small pulses) is not constant, how can the circuit "know" in advance that the last small puls is really the last one ?
 

Seems impossible. You want an flawless anticipating system. If your signal doesn't end with a certain sequence you will not be able to do it. Or maybe if you have some kind of self learning neural network.

You could make a circuit that goes high on the first rising flank and goes low when the system hasn't seen a high for a time x. Or indeed have fun with a peak detector.

Hi,
The block is a PWM demodulator.Input is a PWM signal and output would be a demodulated message signal.

If On time have a maximum value that is predicible you can try to use a 74HC123 device by tuning the R and C timing components.

If \[T_{OFF}(min)\] is known then u could do it!
