BCM5461S - problem with SFP in redundant chip

In my design, i use two BCM5461S chips with SFP (fiber mode). I am not able to bring both of them up. Only one of the chips comes up during system restart. And after every restart, the chips alternate, i.e. the chip which was active before restart goes down and the chip which was down comes up.

For the chip with link up, the mode control register gives a value 0x7c5b, for the chip that is down, the register value is 0x7c1b. This shows that the chip can detect the fiber connector, but the link status goes down.

I tried using RJ45 interface and have seen no problems. The problem is observed only with SFP(Fiber) port interfaces. I have tried using different transreceivers and tried to connect to different L2 switches, but the result is the same.

Has anyone faced a similar situation before?

I use the following configuration for each chip. Is there a problem with this configuration?
