ATMEL AT91x microcontroller troubleshooting

microcontroller troubleshooting

I have an atmel microcontroller circuit and it is not working

I probe the XIN/XOUT lead (crystal input) but could not see a 20mhz signal on my scope.. I checked VDD and ground connector and they are good.

Is it a bad chip or is there something else I can check?

Added after 22 minutes:

i changed out the crystal also
 

Check the Vdd at the pins of the chip. Check if all grounds are connected. Switch crystal if these are all good.
 

checked gnd, vdd and replaced crystal. I think for the AT91SAMX512, the main oscillator doesn't oscillate until enabled via software. Can somebody confirm this?
