HOW CAN I GIVE A PORT TO FINITE GROUND PLANE AND INFINITE GROUND PLANE USING IE3D?

Define Port or Port for Edge group --> Infinite Ground Plane.
Vertical Localized Port or Probe Feed to Patch --> Finite Ground Plane.

I suggest you to read IE3D Manual where above things are well-explained with examples
