define the I/O filler cells?

The purpose of filler cells is to maintain continuity in the rows by adding vdd! and gnd! lines and an n-well.
 

in popular standard IO cells libs such as tsmc/umc/smic/charter, etc. IO filler is already exist. just use them is ok.
