Problem with programming via olimex serial ICSP

Hi friends,
I have built a olimex Serial ICSP ,i am a newbee in PIC programmers,please could anyone help me, i want to know if the olimex serial ICSP cable can be used to program PIC18F devices.and which p5rogramming software should be used with it.

The olimex serial ICSP i built recognises the device PIC18F4321,anyway i coulnt program it, the error i get is "error at x00000 written at 0xfed" i am using winpic800 to program the PIC18F devices.
