what do we mean by full modem control over db9?

Hi,
DB9 is the 9 pin connector used for RS232 serial communications. Some times DB25, the 25 pin connector is also used. Full modem control refers to all control signals like DTR,RTS, DSR, CTS, and RI which are used to control the flow of modem communication.
