Whats the best EM simulator for scattering and RCS?

Scattering and RCS

Hi!
Could anyone tell me what is the best EM simulator to study the scattering from an inhimogeneous dielectric plate?Something between FEKO, HFSS or CST?I have a little experience about EM simulators.

FEKO, HFSS , CST, Sonnet are all very excellent, and I use CST and Sonnet.

if the electric size is somewhat very large , you can try feko,or else Micro-stripes is a applicable choice!
