chip selection for led project

I am looking for a programmable chip to drive an array of leds:

1. chip should be able to control up to 16 leds or more. probably 0603's
2. chip needs to be very low power. (battery operated)
3. I would like to control intputs to make leds have different patterns
4. A nice function of this chip would be to have a fade effect for led array.

Any suggestions would be greatly apprecitated!

You can try using microcontroller to drive your LED.
It is programmable and you can do alot of things with it.

Try PIC16F84a or PIC16F877a from microchip for a start.
