No because as you see in pic, Vout=-Vin.Rf/Rg
so, Vout is function of Vin
in regulator we don't want that Vout be function of Vin.

If Vref is fixed like Bandgap ref. and then Driving Tr. in Opamp use pass tr. as PMOS.
is it possible?

I can't understand what you say.
but If you use a bandgap as input, this circuit will be just a buffer nor regulator.
