USB HUB works strange in Windows

USB HUB works strange

hi

i designed a digital board (computer motherboard), where there is a USB HUB (SMSC USB2504) connected to one USB port of the south bridge. There are some on-board devices connected to other ports of the south bridge, they are working.
The Hub can be configured using SMBUS, or with internal default configuration.
If we try with SMBUS, the chipset can not access to the hub in the specified address. and USB-hub-port-power outputs are off. If we use default config, then: the USB-hub-port power outputs are ON, until the linux starts booting. when only the BIOS is running, the port power outputs are ON.
The oscillator of the hub is running. seen on oscilloscope.

So, how can i see in windows2000, if a USB HUB is connected to a USB port?
now, in the device manager, there is a yellow question mark at: other_devices/USB_controller.

The hub seems running, because the behavios is different in SMBUS or default config mode, and when BIOS or linux is running.

If i attach a device, the windows can not see it.

is copied the reference design of the USB hub.
is the component broken?
