How to read out Altera CPLD?

First, how can you check if security bit is set.
Secondly, I want to try to read out the design of an altera EPM3064A CPLD.

I have quartus software and programmer open right now but i can't see where I can read the design.

I know there are some dos commands to read out the cpld but i can't seem to find it now. Thanks!
