How EMC capacitor protects the LED

Hi All,
I received a comment on my designed L.E.D circuit.
it is regarding of EMC capacitor.

My question is how emc capacitor work to protect the LED?.

emc capacitor calculation

i think it is to add more glow time to the LED using the charge stored in the capacitor.... if you can post detail about the terminals like TP258 etc which are in the diagram then it would make things even clearer...

TP is not a terminal it's test point. So this capacitor is meant for LED glow time only?.
Does it have any function for circuit protection?
 

capacitor value for emc

if it comes to protection the diode next to it would take care because if is biased that way... also there is a parallel path to the capacitor and hence the capacitor cant effectively provide protection....
