can someone give me a paper about how to simulate a vco using spectre,
how to get the Vin-Freg curve?how to do the pss ,pnoise???and what other simulation i must do?/

I would suggest consult Cadence's Design document or go to designer-guide.org where have lots of discussion about the simulation.
 

Read SpectreRF. There's a chapter on VCO simulation.
