for 12V car outlet, what is pinout?
the inside pin is +ve and the outside clip is -ve?

This is usually the case. Measure before you use it. An alternative is to put a full wave bridge after the plug and a switching power supply with an isolated output. That way the load being set on a metal part of the car body will not cause any problems if the center is negative.
