Using two solar panels 9v to charge a battery

solar panels 9v

So i have 2 solar panels 9v 1w Polycrystal Solar Panels and just want to setup so that i can charge a 9v battery off these but when i put the mulitmeter up to them i am max getting 7v from them (i am in ireland (very cloudy)).

How do i setup the 2 of them to be regulated so that i get 4.5 out of them both and then add them together so i get 9v? or is this not what i should do?
